The person next to him leaned over and told him to say yes! Still, mcconnel clearly said, "No." The chair again paused and asked a third time what his vote was. This time the person next to him who was telling him what he needed to vote finally got a confused looking mcconnell to say "Yes," which the chair accepted and moved on. That was blatantly an illegal vote. That's what voter tampering looks like and it's the republicans doing it. That chair should have taken mcconnell's vote the first time and moved on. If he is able to do his job, then he obviously wanted to vote "no." If he needs to be coached for ten minutes until he parrots the vote they want him to give, he is not able to do his job!

You failed to mention that provisional ballots are rarely counted because they must be "cured," which often requires additional steps for the voter.
