It was more of a problem getting up-to-date vaccination records. I was able to get every School Board, Board of Health, and Municipal Council to endorse my proposal and the Minister of Health introduced the law just a month or so later. The next year the percentage of kids for which we had records went from below 50% to 94%. In the intervening years, they changed the rules a bit; now if a parent wants to opt out, they must attend a course about the issue before they can exempt their kids.
