Hi David, i enjoy watching and reading about your insights. I hope this is not taken the wrong way but if you read any of tom Clancy one of his insight into the political dynamic was he espoused the ryan doctrine which would replace the monroe doctrine.
If any government attacked or fermented an injust war for political gain the leadership behind the attack would be held accountable, not the people of the country, unless they were proponents of the attacks as well. The basis of the supposition that it would start ww3 is a fallacy for the country’s leadership would be weaken by the very nature of dictatorship, as pointed out by Asinov in his foundation series. A dictator would by definition route out his competition and kill them so as to protect their empires. Take out the leader and there will not be a strong man to fill the vacuum since the previous dictator would not chance that himself. As noted with Putin at his coffee table meetings everyone around him is a straw man. Same with sadam Hussain, syria, xia, marcos of the philippines, north korea etc. It was something trump tried with Pence too. Taking out a war criminal in advance is maybe a good thing here and trying him post humorously (sp on purpose) would be a good thing too. Especially since its pretty obvious the russian people are not behind this but could be seem as unwitting victims as well.
