As a career soldier I would much prefer we beat swords into plowshares. Contrary to Hollywood, soldiers do not look forward to war. We pay the ultimate price, suffer misery if wounded and leave our families destitute. I assure you we do not get rich serving. As the son of a career soldier, I barely knew my father who was frequently deployed without his family.
I agree the cost of weapons and military is disproportionate to the unlimited needs domestically. I take no joy in seeing our roads and bridges falling down. Nor any joy in the billions spent on a new airplane. My small community had to annie up $140 million for school improvements by upping our property taxes. My property appreciation does not help me pay for the taxes. Only my income that has not gone up much.
However until our enemies do likewise it is better we have the stronger and more decisive military. The majority of the US does not want to serve in the military and looks down on those who do. So to make up for that we have to develop expensive technology. Matching our enemies man for man will not win a war. Our enemies do not value the lives of their soldiers like we do.

I recall the Clinton era when the deficit just about disappeared- by that time my family had been forced to sell our home under Reagan and I had to find work to get us health insurance and share the expenses. And tuition reimbursement through my job helped me get that MBA to get us out of debt. But the kids still needed financial assistance for college. All have paid their debts off - and are participating members of society.

My bet is that Trump tasked his factotums to find the greatest historical precedent for a huge change in GDP, and on the assumption that what goes down can come back up, they reversed the valence before oresentung it to the President.
